Pour l\u2019heure, aucune date pr\u00e9cise n\u2019est connue pour son entr\u00e9e en vigueur. Des articles de presse font \u00e9tat d\u2019un zonage de Paris en 80 zones, pour chacune desquelles un loyer m\u00e9dian sera d\u00e9termin\u00e9, en fonction de la taille de l\u2019appartement et de la p\u00e9riode de construction de l\u2019immeuble (<a href=\"http:\/\/www.lemonde.fr\/societe\/article\/2014\/11\/28\/encadrement-des-loyers-un-premier-zonage-devoile-pour-paris_4530791_3224.html\" target=\"_blank\" rel=\"noopener noreferrer\">lire l&#8217;article du Monde<\/a>)<\/p>\n\n\n\n<p>Le loyer fix\u00e9 pourra \u00eatre sup\u00e9rieur de 20 % au loyer m\u00e9dian de r\u00e9f\u00e9rence, mais \u00e9galement lui \u00eatre inf\u00e9rieur de 30 %.<\/p>\n\n\n\n<p>Passons sur&nbsp;l\u2019absence de finesse du zonage par rapport \u00e0 la diversit\u00e9 de l\u2019immobilier parisien, o\u00f9 les loyers peuvent varier du simple au double \u00e0 300 m\u00e8tres de distance&nbsp;; passons sur l\u2019insuffisance des crit\u00e8res retenus pour \u00e9tablir ce loyer de r\u00e9f\u00e9rence, et qui ne peuvent refl\u00e9ter l\u2019h\u00e9t\u00e9rog\u00e9n\u00e9it\u00e9 de qualit\u00e9 des offres locatives&nbsp;; passons sur l\u2019aspect usine \u00e0 gaz de cette nouvelle r\u00e9glementation, et revenons sur sa finalit\u00e9&nbsp;: limiter la suppos\u00e9e envol\u00e9e des loyers.<\/p>\n\n\n\n<p>Soit, mais \u00e0 Paris, depuis 2014, nous ne relouons aucun appartement \u00e0 un tarif sup\u00e9rieur \u00e0 son dernier loyer, mais plut\u00f4t inf\u00e9rieur lorsqu\u2019il est rest\u00e9 plusieurs semaines ou mois \u00e0 attendre son nouveau locataire. Bref, le march\u00e9 fait d\u00e9j\u00e0 son travail de r\u00e9gulation, et ce m\u00eame pour les petits appartements, proportionnellement plus co\u00fbteux. De plus, la loi Alur pr\u00e9voit d\u00e9j\u00e0 que le loyer ne peut \u00eatre augment\u00e9 lors de la relocation (hors application de l\u2019IRL), sauf cas particuliers, comme lors de travaux importants par exemple.<\/p>\n\n\n\n<p>Ce qu\u2019il faut retenir de cette mesure est qu\u2019elle ram\u00e8nera \u00e0 la raison les propri\u00e9taires qui abusent d\u2019une situation de faiblesse de leurs locataires, comme par exemple lorsqu\u2019ils louent une chambre de service rudimentaire de 12 m\u00b2 \u00e0 600 \u20ac. Mais est-ce bien n\u00e9cessaire de mettre en place un dispositif aussi complexe et aussi peu cibl\u00e9 pour aussi peu de b\u00e9n\u00e9ficiaires&nbsp;? Ces derniers r\u00e9pondront \u00e9videmment par l\u2019affirmative, ce qui est bien compr\u00e9hensible. Mais en attendant, les bailleurs seront, une fois encore, d\u00e9courag\u00e9s ou dissuad\u00e9s d\u2019investir, et ne comprendront pas que leur appartement se loue avec peine, alors qu\u2019il respecte le loyer de r\u00e9f\u00e9rence, mais qu\u2019il ne correspond plus, du fait de sa v\u00e9tust\u00e9, de sa disposition ou de son emplacement, aux attentes des
